Commissioning is the process of verifying and documenting that the systems and equipment are designed, installed, and operating as intended.  The process can either be comprehensive as outlined by ASHRAE Guideline 1.1-2007 procedure or more streamlined to suit the needs of a specific project.  In any case, commissioning is the building owners’ way of ensuring that they get what they paid for.
